it´s very easy to create a custom keyboard layout beside your ~130* already installed language layouts
The image shows how to modify the [ALTgr] output
but you can modify/add too

Replace the x.dll file in the /windows/system32 folder
You can do this too by clicking the 11m.de/overwrite.bat in your output folder on 32 bit pc's, if you have choosen "de" as the project name @ "project" "properties"

If you haven´t choosen an own name, you will get an "Layout01" output and you can use
the "11m.de/overwriteLayout01.bat" file.
If you want, you can download the shown "german" modification.
The 11m.de/de.zip file includes too the source file "de.klc" , 2 images , 2 overwrite.bat files
and a acces_Language_+_Regional__settings.bat file

¹ you will get always an error for each non ascii characters (á ä ♥ +..) , ignore them

→ try to uninstall by clicking again the same setup.exe file or
→ controlpanel →add/remove software
The character layout /ch for longer strings unicode characters
swith with ALT + shift to this special layout ( and back )
The main state characters are removed with unicode characters.
Important is that this layout is a mod from a language layout different to your default language.
The downloadable ch.zip is a modified SWISS-german keyboard layout ch.klc
